I think that’s kind of the joke.
People who are trying to sell something (that is probably a piece of shit) on CL say that it “ran when parked” because they have no idea whether or not it actually runs as of the time of posting, but it sounds reassuring to an absent-minded buyer.

I take it as: Hey this isn’t a complete and utter waste of time to read because it wasn’t parked due to the transmission going out or engine being blown. So it may be fixable without being exorbitantly expensive.

Literally every car ran when parked. You can crash into a wall at 100mph and the car will have been running when it was parked there.

It’s craigslist code for: “Does not currently run, and it’s not the battery or any of the other easy fixes. If I could spend half an hour and get another thousand bucks for a car that works, you can bet I would have already.” But they will tell you it just needs a new battery, and will run like new once you have that. It’s a polite warning to those that know better, that they are trying gyp those who don’t. It only takes one.
